Patrick Fransen

Captain Fransen served with the Federal Bureau of Investigation for almost 25 years prior to coming to the Precinct One Constable’s Office. While at the FBI, he served as a Special Agent investigating various violations of federal law, including major drug trafficking organizations, financial fraud, violent crimes, crimes against children, and law enforcement/political corruption. He also served as a supervisor of the Civil Rights/Crimes Against Children Squad, which included the Innocence Lost Task Force and the Houston Area Trafficking Rescue Alliance.

Captain Fransen was also a team leader of the FBI Houston Evidence Response Team. He supervised and participated in the processing of various crime scenes and evidence recovery efforts of national disasters, including the recovery of the crew of the Space Shuttle Columbia. He spent his entire FBI career assigned to the Houston Division, with numerous temporary tours in Asia and Central/South America. Captain Fransen received several awards throughout his career with the FBI, including the prestigious FBI Director’s Award and the FBI Medal of Excellence.

Captain Fransen obtained a Bachelor’s Degree in Criminal Justice and Business Administration from the University of Nevada, Las Vegas, and is currently in the process of obtaining a Master’s Degree in Criminology from Lamar University.

Captain Fransen manages, supervises, and coordinates the activities and operations of the Special Operations Bureau within the Precinct One Constable’s Office. He oversees the day-to-day operations of the Criminal Investigations, Special Operations, Mental Health Operations, Juvenile, Internet Crimes Against Children, and Warrant Divisions. He also serves on the Administrative Disciplinary Committee and is a liaison to the Children’s Assessment Center of Houston.
