Captain Lori Bender
Captain Bender served with the Houston Police Department for 35 years prior to coming to the Precinct One Constable’s Office. While at HPD, she moved up through the ranks as Officer, Sergeant, Lieutenant, Captain and, finally, served as an Assistant Chief. She worked in various capacities over the years as a patrol officer, undercover officer, investigator and supervisor, in the divisions as follows: Patrol, Jail, Operations Command, Auto Theft, Auto Dealers, Mobility Incident Management, Juvenile, Robbery and Training. As an Assistant Chief, Lori managed a Patrol Region, consisting of North, Northeast, North Belt, Central, Kingwood and Traffic Enforcement Divisions. She then oversaw the Organizational Development Command which consisted of Recruiting, Training, Employee Services, Risk Management and Psychological Services.
Captain Bender obtained a Bachelors in Business from University of Houston-Downtown and a Masters in Criminology from University of Houston-Clear Lake. She is also a graduate of the FBI National Academy and the Police Executive Research Forum, Senior Management Institute of Police.
After her career with HPD, Captain Bender spent a year at the Precinct One Constable’s Office and set up the deputy program at NRG. She then went to the District Attorney’s Office to work on policy development and attained the rank of Captain before returning to Precinct One as the Captain over Patrol Division.
Captain Bender manages, supervises and coordinates the activities and operations of the Patrol Division within the Precinct One Constable’s Office. She oversees the day-to-day operations of Patrol, Toll-Road, K-9, Tactical Patrol Unit, and Animal Cruelty Unit. She serves on the Administrative Disciplinary Committee (ADC) within Precinct One and represents Precinct One on the Criminal Justice Committee of the Houston-Galveston Area Council (HGAC).
