Constable Alan Rosen
Harris County Constable Precinct 1
Having worked in Law Enforcement for over 23 plus years, and with the Harris County Constable’s Office for over 14 of those years, Constable Alan Rosen’s training, education, and depth of experience makes him uniquely qualified to provide the leadership and management skills needed for the success and growth of the Precinct One Constable’s Office.
During Constable Alan Rosen’s career, he has worked in almost every Law Enforcement capacity to include street patrol, fugitive warrants, marine patrol, criminal warrants, narcotics, and mental health warrants. He also served as a member of the Executive Command Staff at the Harris County Sheriff’s Office. Constable Rosen had an extensive business background prior to being elected Constable, and has the business experience to successfully manage budgets and public resources effectively.
Under Constable Rosen’s leadership, the Precinct One Constable’s Office has accomplished numerous firsts within Precinct One. During his first year in office, Constable Rosen created the first ever Precinct One Special Response Group (“SRG”), assigned the first Deputy Constable in the history of the Precinct One Constables Office to the Drug Enforcement Administration (“DEA”) HIDTA Group Task Force, created the first ever Precinct One S.W.A.T. certified Tactical Response Team (“TRT”), ensured that all deputies assigned to the Mental Health Special Operations Division are mental health certified through the Texas Commission on Law Enforcement (“TCOLE”) just to name a few accomplishments. Constable Rosen has also taken a proactive approach to increasing D.W.I enforcement having more D.W.I. arrests during his first year in office than in the previous four years combined. Constable Rosen created the first ever Precinct One Game Room and Prostitution Task Force which has been extremely successful in shutting down illegal gambling establishments and massage parlors, which are often fronts for prostitution and human trafficking organizations.
In addition to his Law Enforcement duties, Constable Rosen served and/or is serving on various boards and charities within the Houston Area, to include serving on the MD Anderson Cancer Center Advance Team Board of Directors, the Greater Houston Visitors and Convention Bureau Board of Directors, appointed by Mayor Lee Brown to the Houston Police Department – Citizen Review Committee (Committee reviews police misconduct cases), Beth Yeshurun Day School Board of Directors (Development Chair), Beth Yeshurun Synagogue (Security Committee), Board of Directors for the Greater Heights Area Chamber of Commerce, Life Member of the 100 Club of Houston, and a Life Member of the Houston Livestock Show and Rodeo. Constable Rosen was awarded the Presidential Volunteerism Award for years 2009, 2010 and 2011.
A life-long Houstonian, Constable Rosen completed his Bachelor of Science Degree in Criminal Justice from the University of Houston, where he graduated with honors. He is deeply committed to keeping families safe, aggressively addressing crime issues and improving the quality of life for all residents of Precinct One.
