R.A.D. empowers women through self-defense.
Rape Aggression Defense, known as R.A.D., is a self-defense program designed specifically for women. The R.A.D. approach to personal safety begins with awareness, prevention, risk reduction and risk avoidance, and progresses to hands-on physical defense techniques.
Participants in the program will learn a wide range of tactics, including verbal techniques, ground defense options, escaping from bear hugs and choke holds, and many more. The practical techniques are designed to maximize the strengths of a woman’s body and build upon existing instinctive responses to provide women with effective self-defense options. In R.A.D., women will have the opportunity for hands-on dynamic impact practice and realistic simulation exercises.
The R.A.D. program is taught by nationally certified instructors who are dedicated to the growth and well-being of the women in our community. The course is suitable for women of all ages and abilities.
R.A.D. is the only existing program with a free lifetime return and practice policy, honored worldwide.
R.A.D. has developed specialized simulation techniques and equipment for use by certified R.A.D. Instructors.
R.A.D. is the only self-defense program ever endorsed by the International Association of Campus Law Enforcement Administrators (IACLEA), National Academy of Defense Education, the National Self-Defense Institute (NSDI) and Redman Training Gear.

The current class schedule and registration can be found below. The R.A.D. classes are free, but enrollment is limited to ensure the highest level of quality instruction. You must be 14 years of age or older to register for this class. Females under 17 must be accompanied with a female parent or guardian over the age of 17.

Harris County Constable Precinct One Constable Alan Rosen partnered with the American Red Cross to extend the opening of the warming center, located at Pleasant Grove Missionary Baptist Church, 2801 Conti Street, Houston, Texas 77020. The warming center was a place of respite for the homeless and others who needed relief from the frigid temperatures. Constable Rosen says it is important to him that we help those who may not be able to help themselves.

Harris County- Precinct 1 Constable Alan Rosen’s Office has booked Jose Hernandez into custody on a charge of “Engaging in organized criminal activity” in relation to the theft of more than $33,000 worth of inventory from Home Depot stores across the greater Houston area.
Hernandez was arrested this morning at his home in the 1900 blk. of Roxella without incident. He is a manager at the Cash America Pawn shop, located in the 9400 block of Jensen, at which deputies discovered much of the illegally obtained equipment. Those items include generators, chainsaws, paint sprayers and welding equipment.
Our investigation revealed Hernandez worked in concert with Juan Carlos Lopez., who we arrested on June 22. Lopez would swap bar code stickers off the expensive items at Home Depot and replace them with bar code stickers from items costing considerably less. He would then purchase those items, unbeknownst to the cashiers at the Home Depot stores. In all, at least 20 Home Depot stores across the area were targeted. Deputies say Lopez would bring the items to the pawn shop to sell.
Deputies became suspicious of Hernandez during the course of their investigation. He admitted prior to his arrest that he knew the items he accepted at the pawn shop were stolen. Many were still in original packaging. Deputies have now recovered nearly all of the items. “If you’re planning on stealing, you should plan on getting caught,” said Constable Alan Rosen. “I love holding people accountable that break the law.”
Engaging in organized criminal activity is a second degree felony, punishable by 2 to 20 years in prison if convicted, plus a $10,000 fine.
In addition to the theft charge against Lopez, he now also faces a charge of engaging in organized criminal activity.

Harris County – Harris County Precinct 1 Constable Alan Rosen’s Office has arrested Juan Carlos Lopez, 32, on suspicion of one count of third degree felony theft. Deputies located Lopez at his home this morning in the 13900 block of Fieldstone Drive in Houston. He attempted to run out the back door of the home but deputies were able to take him into custody inside the home without further incident. Lopez was not armed.
Precinct 1 initially responded to Home Depot’s request for assistance after the company discovered more than $30,000 in merchandise missing from at least 15 stores around the greater Houston area. The thefts are alleged to have occurred between April and June. Investigators are still working to determine how the thefts occurred but there is some evidence suggesting Lopez swapped price tags on the equipment with less expensive items before checking out at the cash registers. The items included generators, welding equipment, chainsaws and paint sprayers.
As a result of our quick investigative work, deputies were able to locate some of the items at the Cash America Pawn Shop located in the 9400 block of Jensen. Deputies say Lopez pawned the items there. Precinct 1 was able to recover about $10,000 worth of the stolen equipment which was being readied for resale.
“Precinct 1 prides itself on upholding the law. Stealing, especially in cases of this magnitude, will not be tolerated,” said Constable Alan Rosen. “I’m glad we solved this crime.” Deputies say Lopez has confessed to his involvement in these crimes.
This is still an active investigation. This is all the information we can release at this time. More charges may be filed and more arrests may follow.
COURSE DESCRIPTION: This course introduces the student to the teaching-learning process, phases of the teaching-learning process, factors affecting learning, preparing a lesson plan, and methods of instruction. The students will be taught how to develop and use instructional media to enhance their presentations. In addition, the fundamental techniques of developing testing and evaluation procedures will be presented. Each trainee must demonstrate the basic knowledge and skills required to effectively instruct a lesson during three teaching exercises which will be evaluated by two instructors.

To qualify for instructor proficiency certificate the applicant must meet all proficiency requirements, and must have:
(1) substantial experience in teaching or in the special field or subject area to be taught, to include:
(A) two years’ experience as a peace officer, telecommunicator, or jailer;
(B) a bachelor’s degree and two years of teaching experience; or
(C) a graduate degree

Per TCOLE Licensee Training Mandates; Peace Officers first licensed on or after 04/01/2018, who have not had this new Crisis Intervention Training as part of their BPOC, must take the 40hr CIT (1850) within 2 years of licensing (Occupations Code 1701.253(j)). This is also a required course if you are working towards your Intermediate Peace Officer Proficiency Certification.

The job has changed over the past year, and for Harris County Constable’s Office Precinct 1, the job has gotten tougher but in some ways more rewarding. Twenty six year veteran, Deputy Torres is determined to do the job despite the recent attacks on officers.
Sgt Ronnie Powell says that no live weapons of any type are used during training and citizen academy classes. Safety is paramount.

Illegal dumping leads to more flooding along with lowering the quality of live in the neighborhoods, according to Constable Alan Rosen.
Patrol cars with swangas and a basketball tournament are a few of the things to see and do at Constable Rosen’s Building Bridges community outreach event. This is a part of an ongoing effort by the Precinct 1 Constable’s Office to improve relationships with the community they serve.
