Harris County Constable Precinct 1 - Patrol Division

The mission of Harris County Constable Precinct One’s Office, Internal Affairs Division, is to garner and preserve the public’s trust and confidence in the employees of its office by conducting thorough and impartial investigations regarding allegations of employee misconduct. The Internal Affairs Division is entrusted with the responsibility of ensuring the Harris County Constable’s Office Precinct One and its employees meet and/or exceed the highest standards of HONESTY, INTEGRITY, ACCOUNTABILITY, and EFFICIENCY. IAD will accomplish this mission by conducting independent investigations of Harris County Constable’s Office Precinct One personnel, policies and/or practices in a continuing effort to promote integrity, reduce waste, increase efficiency and improve upon the overall effectiveness of the services being delivered to the public.

The IAD strives to respond to all complaints and allegations of misconduct in a courteous and professional manner.

How to Make an Inquiry

To file a inquiry and/or express any concerns regarding possible misconduct by a Harris County Constable Precinct One’s Office employee, contact the Internal Affairs Division, at 713-755-5200 and request to speak with an IAD Investigator. The IAD Office is located on the 5th floor at 1302 Preston, Houston, Texas 77002. The Investigator will explain how to address your concerns.

INQUIRY PROCESS

Step 1

IAD investigator will take any necessary statements.

These statements are notarized and treated in the same manner as testimony in a court of law; therefore, aggravated perjury statutes apply.

Texas Government Code – GOV’T § 614.022. Complaint to Be in Writing and Signed by Complainant.

To be considered by the head of the local law enforcement agency, the complaint must be:

(1) in writing;  and

(2) signed by the person making the complaint.

Step 2

  • After a sworn statement has provided to IAD, an internal affairs investigation may be opened.
  • A letter will be sent to the reporting party advising the name and contact of the investigator assigned to his/her case.
  • Texas Government Code 614.023 mandates that the accused is provided a copy of the statement.

Step 3

When appropriate, medical records are examined, physical evidence is gathered, and photographs may be taken. Additionally, any video / audio may be requested by the investigator.

Step 4

The reporting party may be asked to take a polygraph examination. The polygraph examination is strictly voluntary.

However, Texas Government Code 614.063 mandates that the complainant must take and pass a polygraph examination before an accused peace officer can be ordered to take a polygraph examination.

Step 5

Once the investigation is complete, the case is presented to the Administrative Disciplinary Committee for disposition.

Step 6

The Administrative Disciplinary Committee will recommend the disposition of the allegation and an appropriate course of action.

Step 7

Upon final disposition, a written response of the investigation will be sent to the citizen and employee involved advising them of the outcome.
